    The Executive, through the DBM, prepares the proposed annual budget to be considered – allow, disallow or alter – by the Congress in passing the GAC.

  2. should it be Congress? because they allocate funds, ryt? thus, it follows that what has been allocated must be disbursed by the Exec. Pls enlighten me, i’m a 4th yr law student.
