This provision of the Labor Code is flagrantly violated by companies and manpower agencies. Even functions that are usually neccessary or desirable to the business of the principal are being farmed outside. The obvious purpose is to prevent employees from attaining permanent status so that their services can easily be terminated.

Whatever happened to the constitutional provision that calls for the protection of labor?
