What flooded roads?

During a client meeting in Makati City this morning, I was surprised that Chino Roces (formerly Pasong Tamo), among other streets, was flooded. Some cars were obviously hesitant to wade through the flooded roads, causing traffic build up. This hesitation is generally understandable, but not to us who are veterans of Malabon roads.
